The tip of the day should have popped up in on this screen. If it didn't, you may have a browser that doesn't support Javascript correctly, or you may have Javascript disabled.
For this demo, the timeout is 30 seconds. Meaning you can reload this page as many times as you want, and a new tip will not appear for 30 seconds.
Normally, you would set this to one day so they would not get a new tip until the next day.
You can also take a look at the Administration Utility.
